National Council on Disability Calls for Easier Access to Consumer-Directed Health Care The National Council on Disability (NCD) announced October 26, 2004, a need for reform on how consumer-directed care policies are conducted by benefactors, policymakers, and researchers so that it is easier for individuals with disabilities to choose health care service. Mentally and physically disabled consumers are to be included in decision making regarding research agendas; policymaking; and program design, oversight, as well as evaluation in conjunction with the intent of the New Freedom Initiative.
