National Council on Disability Calls for Easier Access to Consumer-Directed Health Care The National Council on Disability (NCD) announced October 26, 2004, a need for reform on how consumer-directed care policies are conducted by benefactors, policymakers, and researchers so that it is easier for individuals with disabilities to choose health care service.
