Michigan Commission Releases Recommendations for State Mental Health Restructuring The Michigan Governor's Commission on Mental Health released a report October 25, 2004, issuing 70 recommendations for the improvement of services for adults with mental illness and minors with emotional disorders. General fund appropriations to mental health are a proposed $313 million for fiscal year 2005. 

The recommendations include short-term and long-term goals to be implemented within five years, such as :
