HHS Approves Maryland Plan to Allow Individuals With Disabilities to Direct Own Care The Department of Health and Human Services (HHS) Secretary Tommy G. Thompson announced November 11, 2004, the approval of a Maryland demonstration plan that gives individuals with disabilities greater control in directing what Medicaid services they receive in the hope of avoiding institutional care. The plan increases the ability for disabled individuals to remain in their own homes by allowing them to manage a broad array of Medicaid services.
