U.S. Smoking Rate Drops to 22.1% in 2003 The smoking rate among U.S. adults has dropped to 22.1% in 2003 from 23.1% in 2002. The falling rate, however, does not meet government goals of a rate less than 12% by 2010. Utah is the only state to have met the goal of 12%, while Kentucky reported the highest rate at nearly 31%.
