Tennessee to Dissolve TennCare and Return to Traditional Medicaid Tennessee Governor Phil Bredesen announced November 11, 2004, plans to dissolve the state's Medicaid managed care program, TennCare, and return to a traditional Medicaid program. In order for TennCare to continue, the state would need to receive immediate financial assistance and relief from longstanding consent decrees that are blocking reform efforts. The decrees obligate the program to provide extraordinary benefits well beyond federal requirements.
