Tennessee to Dissolve TennCare and Return to Traditional Medicaid Tennessee Governor Phil Bredesen announced November 11, 2004, plans to dissolve the state's Medicaid managed care program, TennCare, and return to a traditional Medicaid program. In order for TennCare to continue, the state would need to receive immediate financial assistance and relief from longstanding consent decrees that are blocking reform efforts.
