The Illinois Department of Healthcare and Family Services (HFS) plans to move institutionalized Medicaid beneficiaries to community living with supportive services through a new tailored care management program (TCMP). Class members of two consent decrees, the Williams v. Pritzker class and the Colbert v. Pritzker class, are eligible for the transition. Both consent decrees set specific targets and obligations for the transition. The state has been under the Williams consent decree since 2010 and under the Colbert consent decree since 2011.
