Winning Medicaid Managed Care Contracts: Arizona

These are the contract documents for Arizona’s Medicaid managed care programs. As of 2019, Arizona has two managed care programs to serve Medicaid enrollees.

Acute Care Program: Nine health plans deliver acute care services to individuals who do not require long-term services and supports (LTSS). Contracts for nine of the nine health plans, signed January 28, 2013, are available for download:

  • Care 1st Arizona
  • Health Choice
  • Health Net Access
  • Mercy Care Plan
  • UHC Community Plan
  • University Family Care

Within the Acute Care Program, there are three specialty programs:

  • Integrated plans for SMI Population: Individuals eligible for the Acute Care program with a diagnosis of SMI receive services through the Regional Behavioral Health Authorities (RBHAs). Contracts for the three RBHAs, signed December 15, 2014, are available for download: Health Choice Integrated Care; Cenpatico Integrated Care; and Mercy Maricopa Integrated Care.
  • Comprehensive Medical and Dental Program: Children eligible for the Acute Care program and who are in foster care receive services through this statewide program, which is operated by the state Department of Child Safety. Contracts for the health plan, signed October 1, 2015, are available for download: Department of Child Safety.
  • Children’s Rehabilitative Services: Children eligible for the Acute Care program with qualifying physical health conditions receive their benefits through a single statewide Children’s Rehabilitative Services contractor, UnitedHealthcare. The UnitedHealthcare contract, signed January 28, 2013, is available for download.

Arizona Long-Term Care System (ALTCS) Program: There are three health plans that provide acute care, behavioral health, and long-term services and supports for those who require a nursing facility or ICF/IDD level of care. The three health plans are Banner University Family Care, Mercy Care Plan, and UnitedHealthcare Community Plan. Contracts for the three health plans, signed March 5, 2018, are available for download.

Individuals with I/DD eligible for the ALTCS program receive acute care and LTSS through an intergovernmental agreement with the Department of Economic Security, Division of Developmental Disabilities. The intergovernmental agreement, signed October 1, 2015, is available for download.

There are also five Tribal contracts available for download for the following regions. The contracts ran from July 1, 2009 through June 30, 2014:

  • Colorado River
  • Gila River
  • Navajo
  • Pascua Yaqui
  • White Mountain Apache
